Aragorn is heir to Arnor and Gondor because Isildur son of Elendil (who was high King until his death) gave the rule of Gondor to Anarion’s son Meneldil while he went to Arnor to rule as High King. Up until the Kingship failed and was left to the stewardship, Gondor was ruled by the line of Anarion, not Isuldur, so if only one is correct it would be Arnor.
